16.1. Recommendations

At the annual state technical inspection (STI) of the vehicle each owner of the car (or to the person using the car by proxy) needs to show the following documents:
– the personal passport or the identity card and the reference from the residence for the military personnel;
– driver's license;
– certificate on registration of the CU or registration certificate;
– the power of attorney (if it is available);
– medical certificate;
– receipts on payment of all put collecting (payment of technical inspection and payment of the coupon about passing of technical inspection);
– the policy about insurance of civil liability.

At registration in insurance agency of the policy of compulsory third party car insurance the sticker of the established sample which needs to be fixed on a windshield as well as the coupon issued after passing of the state technical inspection is given.

In the car it is necessary to have the fire extinguisher with not ended expiration date, the first-aid kit of the new established sample (that has to be confirmed with the special certificate received upon purchase of the first-aid kit) and a sign of an emergency stop.
According to the resolution of the Government of the Russian Federation "About an order of carrying out the state technical inspection of the vehicles registered in State Inspection for Road Traffic Safety of the Ministry of Internal Affairs of the Russian Federation" of July 31, 1998 No. 880 tool control of vehicles step by step is entered into the Russian Federation.
Tool control includes verification of numbers (regarding clarification of their authenticity and compliance to this car). Its difference from usual checkup consists in more strict bench control of a condition of the working and parking brake system, steering, level of CO and CH in the fulfilled engine gases, and also check of a condition of final system, wheels, actions of screen wipers, sound signals and external light devices. Also external inspection of the car is performed. If checkup is not undergone from the first, then repeatedly it is carried out free of charge within 20 days.
More precisely to define real technical condition of the car before tool control, it is the best of all to undergo diagnostics at the special station. It will allow to establish a state and need of repair of this or that knot. Special attention should be paid on brake (both working, and parking) system and a control system of the car, and also on adjustment of system of injection, a condition of system of ignition, to check and adjust ecological parameters of the car: emissions of CO and CH. For adjustment of the last the special equipment which is only on HUNDRED or in special points of environmental control is necessary. It is necessary to pay attention and to tightness of all fuel pipes and a cover of a mouth of the fuel tank.
Besides, at checkup especially carefully control brakes of all wheels on delay (specific brake force not lower than 64%) and unevenness of their operation (dispersion between wheels of one axis no more than 9%). Control is exercised on running drums therefore brakes have to be carefully adjusted before checkup. The parking brake has to hold the car on a bias not less than 23% without unevenness of action on wheels of a back axis.

Even if you replaced brake slips and blocks, do not hurry to go at once to checkup as brakes have to be earned extra (for 250–300 km of a run).

If the brake effort remains uneven, try to grind in a little a brake disk a skin to remove from it big teases. Consider that influence unevenness of braking also pressure difference in tires, insufficient pressure in the tire (also tires should not be pumped over as it reduces efficiency of brakes too). GOST keeps a possibility of visual check of the brake system by the inspector. At such check the car has to slow down to a full stop without loss of a rectilinear trajectory of the movement.
Steering should not have an excess side play (no more than 5 ° deviations of the top part of a steering wheel from nominal situation) for what it is necessary to check a condition of tips of steering drafts and the steering mechanism. Independently it is possible to define existence of an excess side play. For this purpose, standing near the car located on the horizontal platform turn a little here and there a steering wheel, at the same time resting a sock against a sidewall of a forward wheel. If the corner of a deviation of a steering wheel is more, and the forward wheel did not begin to turn yet, then the side play superfluous and steering should be repaired.
It is necessary to check operability of external systems of lighting: headlights (passing, driving and dimensional beam, and also alarm system), indexes of turn, side repeaters, stoplights, back dimensional lamps and illumination of registration plate, backing lamps. If one bulb, checkup does not burn at least you will not pass. The beam of light of headlights has to be correctly adjusted (they should not stick together counter drivers), it is better to make it at the special stand on HUNDRED. The sound signal also has to be serviceable.
The screen wiper and windscreen washer have to work, and brushes ("janitors") – to clear space reserved by it not less than for 90%. GOST does not allow also existence of cracks on a windshield in a zone of work of brushes of a screen wiper.
Tires of the car should not have wear more admissible (depth of flutes of a protector not less than 1,6 mm). The protector should not have unilateral wear, and a sidewall – damages ("hernia"). Passing of checkup at the stand with brake drums with snow tires is not allowed (consider also that tires with the "winter" drawing of a protector reduce efficiency of braking on smooth drums). Those who is forced to undergo checkup in the winter can be advised for this change procedure the car in universal or "summer" rubber.
Appearance of a body has to be tidy (i.e. except that the car has to be washed up including the engine, it should not have noticeable damages of a paint and varnish covering on a body, doors and disks of wheels yet). If necessary eliminate damages and corrosion. In case of need carry out repair painting of a body or separate details. The state registration plates have to be also in a tidy look – not rusty and not crumpled. They can be tinted, but it is accurate that it was possible to read number easily.
On a body there have to be mudguards provided by a complete set, serviceable handles and locks of doors; opacity of glasses has to be no more norm. Decrease in svetopropuskny ability of tinted glasses no more than for 25% is allowed, and when using of the darkening film – no more than for 30% (consider that usual pure glass has svetopropuskny ability about 97%).
In interior of the car locks of seat belts and the mechanism of adjustment of seats have to be serviceable.
Accurate daily operation of the car and regular repair and maintenance allow to reduce significantly costs of preparation for checkup as all main systems will be in a bigger order and are in advance adjusted.
