16.2. The list of malfunctions and conditions under which operation of vehicles is forbidden

The present List establishes malfunctions of cars, buses, road trains, trailers, motorcycles, mopeds, tractors, other self-propelled cars and a condition at which their operation is forbidden. Methods of check of the specified parameters are regulated by GOST P 51709-2001 "Vehicles. Requirements to technical condition under the terms of traffic safety. Check methods".

1. Brake systems

1.1. Standards of efficiency of braking of the working brake system do not correspond to state standard specification P 51709-2001.

1.2. Tightness of the hydraulic brake drive is broken.

1.3. Violation of tightness of pneumatic and pneumatichydraulic brake drives causes pressure drop of air at the idle engine on 0,05 MPas and more in 15 minutes after their full reduction in action. Leak of compressed air from wheel brake cameras.

1.5. The parking brake system does not provide a motionless state:

vehicles with full loading – on a bias to 16 percent inclusive;

cars <...> in the equipped state – on a bias to 23 percent inclusive <...>.

2. Steering

2.1. The total side play in steering exceeds the following values:

2.2. There are movements of details and knots which are not provided by a design. Threaded connections are not tightened or not recorded in the established way. The device of fixing of provision of a steering column is disabled.

2.3. The amplifier of steering provided by a design or a steering damper is faulty or is absent (for motorcycles).

3. External light devices

3.1. The quantity, type, color, an arrangement and an operating mode of external light devices do not conform to requirements of a vehicle design.

    

NOTE On the vehicles which are laid off installation of external light devices from vehicles of other brands and models is allowed.

3.2. Adjustment of headlights does not conform to requirements of GOST P 51709-2001.

3.3. Do not work in the set mode or external light devices and reflectors are polluted.

3.4. On light devices there are no lenses or lenses and the lamps which are not corresponding to type of this light device are used.

3.5. Installation of flashing indicators, ways of their fastening and visibility of a light signal do not conform to the established requirements.

3.6. On the vehicle are established:

– in front – light devices with fires of any color, except white, yellow or orange, and retroreflective devices of any color, except white;

– behind – lamps of a backing and illumination of the state registration sign with fires of any color, except white, and other light devices with fires of any color, except red, yellow or orange, and also retroreflective devices of any color, except red.

    

NOTE Provisions of the present point do not extend to the state registration, distinctive and identification marks established on vehicles.

4. Screen wipers and windscreen washers of a windshield

4.1. Screen wipers do not work in the set mode.

4.2. The windscreen washers provided by a vehicle design do not work.

5. Wheels and tires

5.1. Tires of cars have the residual height of the drawing of a protector less than 1,6 mm <...>.

Note.

For trailers the norms of residual height of the drawing of a protector of tires similar to norms for tires of transport means tractors are established.

5.2. Tires have external damages (breakdowns, cuts, gaps) baring a cord, and also stratification of a framework, peeling of a protector and sidewall.

5.3. There is no bolt (nut) of fastening or there are cracks of a disk and ободьев wheels, visible violations the forms and the sizes of fixing openings are had.

5.4. Tires by the size or a permissible load do not correspond to vehicle model.

5.5. On one axis of vehicles tires of various sizes, designs (radial, diagonal, chamber, tubeless), models with various drawings of a protector, studded and neostudded, frost-resistant and not frost-resistant, new and restored are installed.

6. Engine

6.1. Content of harmful substances in the fulfilled gases and their smoke is exceeded by the sizes established by state standard specification P 52033-2003 and state standard specification P 52160-2003.

6.2. Tightness of a power supply system is broken.

6.3. The system of production of the fulfilled gases is faulty.

6.4. Tightness of system of ventilation of a case is broken.

6.5. Admissible level of external noise exceeds the sizes established by state standard specification P 52231-2004

7. Other elements of a design

7.1. The quantity, an arrangement and a class of rear-view mirrors do not correspond to GOST P 51709-2001, there are no glasses provided by a vehicle design.

7.2. The sound signal does not work.

7.3. Additional objects are established or the coverings limiting visibility from a driver's seat are put.

    

NOTE On the top part of a windshield of cars and buses transparent colored films can be attached. It is allowed to apply tinted glasses (except mirror) which svetopropuskaniye corresponds to GOST 5727-88. It is allowed to apply blinds at windows of tourist buses, and also blinds and blinds on back glasses of cars in the presence of on both sides external rear-view mirrors.

7.4. The locks of doors of a body or cabin provided by a design do not work, <...> traffic jams of the fuel tanks, mechanism of adjustment of provision of a seat of the driver, <...>, speedometer, tachograph, anti-theft devices, devices of heating and obduv of glasses.

7.5. There are no back protection devices provided by a design, antisplash aprons and mudguards.

7.6. Traction and coupling and basic and coupling devices of the tractor and a hook-on link are faulty, and also are absent or the safety cables (chains) provided by their design are faulty. <...>.

7.7. Are absent:

<...> medical first-aid kit, fire extinguisher, sign of an emergency stop in accordance with GOST P 41.27-99.

7.8. The illegal equipment of vehicles flashing indicators and (or) special sound signals or existence on the external surfaces of vehicles of the special tsvetografichesky schemes, inscriptions and designations which are not conforming to state standards of the Russian Federation.

7.9. There are no seat belts and head restraints of seats if their installation is provided by a vehicle design.

7.10. Seat belts are disabled or have visible anguishes on a strap.

7.11. The holder of a spare wheel, the winch and the mechanism of raising lowering of a spare wheel does not work. The ratchet device of the winch does not fix the reel with a fixing rope.

7.13. Tightness of sealants and connections of the engine, transmission, onboard reducers, the back bridge, coupling, the rechargeable battery, cooling systems and air conditioning and the hydraulic devices which are in addition installed on the vehicle is broken.

7.15. The state registration sign of the vehicle or a way of its installation does not answer GOST P 50577-93.

7.18. Changes without the permission of the State Inspection for Road Traffic Safety of the Ministry of Internal Affairs of the Russian Federation or other bodies determined by the Government of the Russian Federation are made to a design of the vehicle.
